Human Rights Watch accused Israel of funding war crimes in the occupied Golan Heights, citing a government-approved plan worth $334m to move thousands of Israeli civilians to the area.
The group said the policy raises serious concerns under international law.
Human Rights Watch called on the European Union, the United Kingdom and other states to suspend trade agreements with Israel and impose restrictions on business linked to settlements.
