The UN has confirmed which countries are to be members of a post-war military force planned for the Gaza Strip.
Speaking to the UN Security Council (UNSC) on Tuesday, High Representative for Gaza Nickolay Mladenov said that Indonesia, Morocco, Kazakhstan, Kosovo and Albania had committed troops to the temporary International Stabilisation Force (ISF) that was proposed in September 2025.
The Comprehensive Plan to End the Gaza Conflict brokered by US President Donald Trump envisioned an international force to guard Gaza and take over areas currently controlled by Hamas.
The comments by Mladenov are the first high-level confirmation of which countries will compose the force.
Trump’s plan involved a ceasefire which nominally came into force in October, but which has been broken repeatedly by the Israelis who have since then killed at least 673 people in Gaza, according to the Palestinian Ministry of Health.

Nonetheless, Mladenov said that the “truce is holding despite challenges”.
He also said the National Committee for the Administration of Gaza, a transitional technocratic body ordered by Trump to oversee the Strip’s rehabilitation and governance pending the full return of the Palestinian Authority, had been constituted and had “made progress on vetting thousands of civilian police candidates”.
“The National Committee exercises authority solely on an interim basis. The end state is a reformed Palestinian Authority capable of governing Gaza and the West Bank, and ultimately a pathway to Palestinian self-determination and statehood,” Mladenov said.
Ongoing discussions
Israel’s genocidal war on Gaza has killed more than 72,000 Palestinians and destroyed nearly 80 percent of its infrastructure. The ceasefire in October has been followed by months of discussions over the future of the enclave.
Earlier this month, Indonesia threatened to withdraw from Trump’s so-called Board of Peace – which is overseeing the creation of the ISF – if it did not “benefit” Palestinian and Indonesian interests.
It also cited the US-Israeli war on Iran as a complicating factor.

Israeli Prime Minister Benjamin Netanyahu has also publically opposed Turkey’s participation in the force, which discouraged other potential partners such as Azerbaijan, Pakistan, Saudi Arabia and Indonesia from contributing troops.
Trump, however, said he would not rule out Turkish participation, saying “Turkey has been great”, and added that Turkish forces would be good in Gaza.
Mladenov told the UNSC that a comprehensive framework for the decommissioning and reintegration of armed groups in Gaza had been developed by his office alongside guarantors the US, Egypt, Turkey and Qatar.
He called on UN members “to use all means at their disposal to urge Hamas and all Palestinian factions to accept the framework without delay”.
“The full implementation of the Comprehensive Plan is also the only pathway that provides Israel with durable security,” he said.
